The Nanton District Assembly has taken a decisive step toward improving internally generated funds (IGF) with the successful completion of an engagement interview process for Commission Revenue Collectors.
This initiative forms part of a broader strategy adopted during a General Assembly meeting to enhance revenue performance across the district and reduce over-reliance on central government allocations.
A Strategic Move to Boost Local Revenue
Recognizing the need for stronger revenue mobilization at the local level, management tasked Honorable Assembly Members to identify trustworthy individuals within their electoral areas to support revenue collection efforts.
A total of 21 candidates were nominated, out of which 16 were successfully contacted and invited. Ultimately, 15 candidates participated in the interview process, which was conducted at the District Assembly premises over a three-day period—from March 29 to April 1, 2026.
Transparent and Structured Selection Process
To ensure fairness and quality selection, a competent interview panel was constituted, including key administrative and budget officers of the Assembly. Candidates were assessed using a well-defined framework covering:
- Appearance
- Knowledge of revenue sources and ratable items
- Relevant experience
- Communication skills
Each category carried equal weight, with a total score of 100%.
In addition to oral discussions, candidates undertook arithmetic tests to evaluate their ability to accurately record financial figures—an essential skill in revenue collection.
Strong Performance Across Candidates
The overall performance of candidates was encouraging. The majority scored above 75%, with the highest score reaching 95%.
This reflects a good level of competence and readiness among applicants, although some gaps were identified in areas such as documentation and public engagement.
Key Observations
The interview panel noted that:
- Candidates demonstrated a fair understanding of revenue collection practices
- Communication skills varied but were generally satisfactory
- There is a clear need for capacity building, particularly in record-keeping and community engagement
These insights will guide the Assembly in preparing selected candidates for effective fieldwork.
Recommendations for Effective Implementation
To ensure success, the Assembly has outlined several practical steps:
- Engage successful candidates as Commission Revenue Collectors
- Organize comprehensive training on:
- Local governance systems
- Record-keeping and documentation
- Communication and interpersonal skills
- Community entry strategies
- Implement regular monitoring and supervision mechanisms
Additionally, participants emphasized the need to intensify public education on tax compliance and actively involve community leaders in the revenue collection process.
The Way Forward
With the interview process successfully completed, the next phase will focus on orientation and training for selected candidates. This will equip them with the necessary skills and knowledge to operate effectively within the local governance framework.
The Assembly is confident that, with proper training and supervision, the newly engaged Commission Revenue Collectors will play a critical role in strengthening revenue generation across the district.
A Step Toward Sustainable Development
For the Nanton District Assembly, improving internal revenue is not just about finances—it is about empowering the district to fund its own development priorities.
This initiative signals a shift toward accountability, efficiency, and long-term sustainability—key ingredients for meaningful local development.
