The department advises the District Assembly on policy formulation, planning, and decision-making.

Central Administration serves as a link between the District Chief Executive and the heads of other governmental and non-governmental agencies as part of its responsibilities. In consultation with the District Chief Executive, it oversees the Assembly’s financial and other resources.

The Department’s Head serves as the Assembly’s Secretary, chairs the District Planning and Coordinating Unit (DPCU), and advises the District Chief Executive (DCE). The Department also makes certain that employees’ abilities, skills, and knowledge are well-developed.
